Data-center law in Uzbekistan

Uzbekistan has no data-center-specific siting, permitting or utility statute; a data center's electricity supply is governed by the general Law No. ZRU-939 "On electric energy" (7 August 2024, in force 9 November 2024), which repealed and replaced the original 2009 Law No. ZRU-225 of the same title on the same commencement date.
Article 43 leaves the detailed connection procedure to the rules on the use of electric networks, but lets the relevant system operator refuse to connect a new consumer to the unified electric power system where the operator cannot meet its own service obligations or where electric capacity or connection capacity is unavailable, unless the connecting party agrees to bear the cost of the needed capacity increase.
Article 48 requires a license for generation, storage, transmission, distribution, supply, or trading of electric energy, and for acting as the market operator or the central purchaser, so a data center that generates or stores power on-site engages the Act's licensing chapter. No provision addresses land use, environmental review, water use, or construction permitting specific to a data center.

Article 43 leaves the detailed procedure and conditions for connecting to the unified electric power system to the rules on the use of electric networks, but states two grounds on which connection may be refused: the relevant system operator's inability to fulfill its service obligations, and the unavailability of electric capacity or connection capacity, unless the party seeking connection agrees to bear the cost of the capacity increase needed.
Article 48 requires a license for the following activities in the electric-energy sector: acting as the energy market operator, generation, storage, transmission, acting as the central purchaser, distribution, supply, and trading of electric energy, with the licensing procedure developed by the energy market regulator and approved by the Cabinet of Ministers.
The Law repealed and replaced the original 2009 Law No. ZRU-225 of the same title, which became invalid on the Law's own commencement date.
