Loi n° 22-18 sets Algeria's general investment rules, incentive regimes, and one-stop-shop registration process for a national or foreign investor's economic project. Économie de la connaissance et technologies de l'information et de la communication is one of the domains eligible for the "régime des secteurs" incentive tier (art. 26), which during the realization phase exempts customs duties on directly-related imported goods and grants a VAT exemption, and during the exploitation phase exempts corporate profit tax and the professional activity tax for three to five years, or five to ten years under the more favorable "régime des zones" for a project sited in a designated priority locality (arts. 27, 29).
Eligible investors can be granted land from the State's private domain by the bodies responsible for land management (art. 6), and registration, permitting, and land-access formalities are centralized through a national guichet unique for major and foreign investments and decentralized local guichets uniques (arts. 18-22).
