Data-center law in Bolivia

Bolivia has no data-center-specific siting, permitting, or utility statute; a data-center project is governed by the general investment framework of Ley No. 516, Ley de Promoción de Inversiones, of 4 April 2014.
That law sets the general legal and institutional framework for promoting investment in Bolivia and grants general and specific incentives to productive activities the sectoral rules designate, without naming information technology or data infrastructure as a distinct priority sector, and no provision addresses electricity grid interconnection, water use, or air emissions specifically.

Ley No. 516 sets Bolivia's general legal and institutional framework for promoting national, foreign, and joint-venture investment, to contribute to economic and social growth and development.
Article 21 lets the State grant general incentives to sectoral productive activities and specific incentives on the conditions the Law establishes, with sectoral regulation setting the concrete mechanisms for each sector while staying subject to the Law's rules on investment treatment, state productive investment, incentives, and dispute resolution.
The Law does not name information technology, data infrastructure, or data centers as a distinct sector, and no provision in the reviewed text addresses electricity grid interconnection, water use, or air emissions for any sector.
