Bulgaria has no data-centre-specific statute; two general regimes reach a data-centre project most directly.
The Investment Promotion Act (Zakon za nasarchavane na investiciite, ZNI) certifies a qualifying investment as Class A, Class B, or a priority investment project based on minimum investment-size and job-creation criteria, and channels certified projects through shortened administrative-service deadlines, individual administrative servicing across all central and territorial authorities, discounted or auction-free acquisition of state or municipal land and limited property rights, and financial support toward technical-infrastructure elements such as grid connections.
Grid connection itself runs through Regulation No. 6 of 28 March 2024 on Connection of Objects to the Electricity Networks, issued by the Energy and Water Regulatory Commission (KEVR) under the Energy Act, which sets the procedure for a connection feasibility study, a connection opinion, preliminary and final connection contracts, and a cost-sharing mechanism under which an applicant that prepays the full cost of a network-capacity upgrade is reimbursed a proportionate share if the operator uses the freed capacity to connect another object within ten years.
Bulgaria's spatial-planning and construction-permitting regime (the Spatial Development Act), environmental-review screening, water and wastewater utility connection, and air-emissions permitting for standby generation were not reached within this visit's search budget.

Issued by the Energy and Water Regulatory Commission (KEVR) under the Energy Act, the regulation sets the conditions and procedure for connecting consumption, generation and storage objects to Bulgaria's electricity networks: a feasibility study of connection conditions, an opinion on connection, and a preliminary and a final connection contract with the relevant network operator, plus the procedure for disconnection.
Where the network lacks capacity, an applicant may prepay the full cost of the network-capacity upgrade needed for its connection; if the operator uses the resulting freed capacity to connect another object within ten years, it reimburses the first applicant a share of that cost proportionate to the newly connected load.

An investment in tangible and intangible fixed assets that meets minimum investment-size and job-creation criteria under Article 12 is certified by the Minister of Innovation and Growth as Class A or Class B, or, on a Council of Ministers decision, as a priority investment project.
A certified project is promoted through shortened administrative-service deadlines, individual administrative servicing before all central authorities needed to realize the project, acquisition of ownership or limited property rights over state or municipal land without a tender at market or reduced prices, and financial support for building technical-infrastructure elements the project needs, per Article 15(1).
