Armenia has no data-centre-specific siting, permitting, environmental-review or utility statute; no dedicated land-use, energy-grid, water-utilities, construction or air-operations regime naming data centres was located in the sources reviewed.
The closest available instrument is the Law on State Support of the High-Technology Sector, Law No. HO-498-N (2024), a payroll-tax incentive programme open to any registered economic entity or individual entrepreneur the Government classifies as engaged in high-technology activity; it is an employment-incentive measure rather than a data-centre-specific siting, permitting or utility statute, and it says nothing about electricity grid interconnection, water use, or air emissions.

This Law establishes the basic principles of state support for Armenia's high-technology sector, adopted by the National Assembly on 2024-12-04 and signed by the President on 2024-12-17 as Law No. HO-498-N, in force from 2025-01-01 until 2031-12-31 (Art. 14(1)). The Government defines, by classifier of economic activity, which activities qualify as high-technology for the programme (Art. 5(1)).
A qualifying economic entity or individual entrepreneur receives state support equal to 60 percent of the income tax calculated on the wages of a labour migrant employed in professional work, and equal to 60 percent of the income tax calculated on the wages of a newly hired employee (Art. 5(4)(1)-(2)); a lower, 50 percent rate applies to the income tax on wages of an employee undergoing professional retraining for the qualifying activity (Art. 5(4)(3)).
The Law regulates employment-related payroll-tax support rather than siting, permitting, environmental review, or utility access for a physical facility such as a data centre; no provision of the Law addresses electricity grid interconnection, water use, or air emissions.
