Albania has no data-centre-specific siting, permitting, or utility statute; a data-centre project is eligible for streamlined treatment as a strategic investment under Law No. 55/2015 On Strategic Investments in the Republic of Albania, which names a Technology and Economic Development Zone Sector among its strategic sectors and sets minimum investment thresholds of EUR 5,000,000 for its Assisted Procedure status and EUR 50,000,000 for its Special Procedure status.

Law No. 55/2015 On Strategic Investments in the Republic of Albania, Art. 8 (Technology and Economic Development Zone Sector)

Article 8 of Law No. 55/2015 On Strategic Investments names the Technology and Economic Development Zone Sector, among other sectors, as eligible for Strategic Investment/Investor status, requiring a minimum investment of EUR 5,000,000 for the Assisted Procedure and EUR 50,000,000 for the Special Procedure.

An investor awarded either status benefits from a single-window Agency, the Albanian Investment Development Agency (AIDA), that channels licence, permit, and authorization applications to the competent public institutions, which must issue them within 15 business days of receiving a complete file under the Assisted Procedure, and from services including expropriation of privately owned real estate to enable the project.

The law does not itself name information technology, data centres, or computing infrastructure as a distinct sector; a data-centre investment would need to qualify under the Technology and Economic Development Zone Sector or the Development-Priority Areas category generally.
