A data-center project, like any other capital project, falls under the general framework of Llei 10/2012, del 21 de juny, d'inversió estrangera al Principat d'Andorra (Foreign Investment Law), which liberalizes and authorizes foreign capital rather than granting sector-specific incentives: it requires prior government authorization for a direct investment exceeding 10 percent of a company's capital and for a real-estate investment, and it lets the government refuse authorization, among other grounds, where an investment could harm the environment or public health, but it does not itself address land use, environmental review, energy-grid interconnection, water use, construction, or air emissions, and it levies a fee on foreign investment rather than offering a tax or other incentive.
